How do I remove swinging arm bolt on Suzuki GS750?

I've got to replace the swinging arm bearings on a 1979 Suzuki GS750, but can't budge the bolt. The nut comes off ok, but the bolt won't move (either by hitting it or turning it). I'm presuming it's rusted in place, and have tried penetrating oils (repeatedly).
BFH...that's a Big F*cking Hammer.
