I work at a body shop in Denver. One of my jobs is detailing headlights.
It takes me about a hour and a half on average to do a set. My competitor across the street also details car headlights but he's using something that takes him less than 5
I know it sounds crazy... but we use toothpaste. Good old fashioned Crest. Takes about 15 minutes to rub out a set.
